The issue seems to have something to do with the Firewall and the hp Wireless printers/all in ones. If your CPU usage then drops to more normal levels, you've identified the problem. Hats off to you. if i am on the net (still 56k) i cannot bring my other pc online or access the h.d's on it as it kills, downloads etc i assume from cpu prioritization?
